Civil society should monitor government organizations
to check their goals and services. The Zorig
Foundation has monitored the National Anti-Corruption
Program with Mongolian National University
researchers. The program concerned nine Ministries
and sixteen aimags and results were open to
the public.
The Foundation has monitored the implementation
of the National Program for Combatting Corruption
and Custom Services and monitored the government
scholarship and student loan program. The
main purpose of the National Program for Combatting
Corruption and Customs Service monitoring
project is to monitor and ensure custom office
operations comply with their respective goals
and to accurately assess the quality of these
state-run services.
The main aim of the monitoring of Government
of Mongolia's scholarships and loans was to
ensure that aid from Mongolian Government
benefitted groups with most need, such as
orphans, disabled people, families with low-income
and other students with demonstrative need.
The project also tracked how many students
received loans and scholarships, the consistency
of competitive criteria, and whether awards
were completely and fairly disbursed.
